If he shows any signs of disease ie fungus, visible parasites, lethargy, gasping for breath or scratching (flashing) I would do some research and find out what is wrong and then treat it ASAP. If he is a young fish, my first thought would be it is just a deformity. If he can swim and feed OK then leave him but if he is struggling it might be better to put him down (NOT in the freezer!!!) One way to find out is to test the water- if the levels of ammonia and nitrIte are acceptable and there is nothing to suggest poor water quality then it could just be a deformity.

This, i'm afraid sounds like it is a deformity. As goldfish are breed in large numbers many problems/deformity's do occur. If it seems happy and not struggling or in pain then just treat it as though it is a normal goldfish. But don't breed from it :)
