He wasn't ducking, he was picking up the spent lead at his feet. Superman was doing his bit for the environment, it was always just bad timing the bad guys threw their now empty guns at him. Geeees, even I knew that . :)

His chest was covered with a bullet-proof vest. his head.....was not!

He was averse to the outright vulgarity and breach of etiquette of the act. In his time, for one to throw a gun at you would have been akin to someone spitting on you. Completely rude.

Omg, for god sake you people arn't looking at the bigger pickture, Superman was made to look cool, stoping bullets with your well defined pecks is cool, standing there as a gun hits your head and falls to the floor is not cool, its like when a guy who is daydreeming gets hit in the head with a basket ball, everyone laughes at him!.....nobody should laugh at superman!.

The bullets are special effects (blanks), and the actor feels at most a puff of hot air. The gun firing the blanks is a real, heavy piece of metal, and would hurt the actor if it hit.

The better question might be if you just shot someone 6 times and it did not phase them why are you bothering throwing a gun at them. It might be time to start apologizing instead.

He ducks to impress. Bullets are much faster, and harder to dodge. Imagine how stupid he would look if he didn't duck fast enough and had to stop the bullet with his forehead.
