You can try Tallinn, Estonia. I was pleasantly surprised at the openess and diversity there this past summer and there was no shortage of great spots to have fun. Or try either Klaipeda on the coast or Vilnius (hot spot) of Lithuania. I believe they would be more economical than the top spot in EE--Prague which meets all your criteria except for cheap.

Well, my recommendation is more South-East Europe. Check out Belgrade, Serbia. A thriving and expanding capital with a population that exceeds 2 million, Belgrade offers a diverse and exotic experience in culture and history. The living standard is still significantly lower than in the EU, therefore making it relatively cheap for tourists (ex. prices of bottled beer range from 1 to 3 pounds, depending on the brand) As for nightlife, well, most of the foreign tourists I encountered wished they never had to leave! Belgrade is alive and chaotic day and night, and its youth knows how to party well up to the morning hours. A varitey of nightclubs, bars, and "kafana" (restaurants with local cuisine and drinks, with traditional music, a must-experience) covers almost every taste.
