The weakness of the Confederation Congress (central government) was itself the greatest problem . It had shown that it was unable to address the problems the U.S. encountered: (1) Problems with Spain - (1784) The Port of New Orleans and the Mississippi River were closed to Americans (2) Problems with Britain - refused to abandon forts in Northwest (3) Shay’s Rebellion: armed uprising in western Massachusetts from August 1786 to February 1787 In all three cases, the Confederation Congress was powerless to resolve the problems because of its inherent weakness as written in the Articles of Confederation. The Governor of Massachusetts had to raise private money to hire mercenaries to put down Shay's Rebellion. That was the final act that convinced people, including Washington who had heretofore opposed changing the Articles, that a change was needed.
