It would be impossible to tell from that short description but if vehicle one entered the lane in which vehicle 2 was already traveling, thereby causing the accident, it seems they would be at fault. Regardless of whether vehicle 1 had a signal on, vehicle 2 had the right of way apparently. Just an opinion based on limited information.

If I understand it correctly, V#2 was traveling straight, in the lane on the left from V#1. V#1 was the one changing lanes, so its driver would be at fault, regardless of what signals were on.

The vehicle that changed lanes, signaled or not, would be at fault.

Vehicle 1...the one that changed lanes. Just because the driver signaled does not mean that gives them the right-of-way.
