  • When it comes to military matters, the Secretary of Defense is #2 in the nation's heirarchy. Therefore, for any attack to take place, both would have to order it (same for the use of nuclear weapons). I suspect the SecDef would countermand the order and call for a cabinet meeting to invoke the 25th amendment.
