I guess the scripture reference most of the time used to point to inspirational attributes of the Bible would be the 2 Timothy 3:16 Quote: “All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness,” 2 Timothy 3:15-17 (in Context) 2 Timothy 3 (Whole Chapter) However – even if the Bible would not mention it, those reading it are either “Inspired” or not. If they are, then the inspiration should spill into their lives, and become visible, and that then speaks for it self.

The writers had the Holy Spirit (helper). After Christ left the Apostles, HE sent the H.S. I like the phrase "God whispered". God wrote it . He was the boss, they were the secretaries.

2 Timothy 3:16-17, "All Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness, so that the man of God may be throughly equipped for every good work." Some will apply this only to the OT, since Paul was writing it before the NT was closed so i include 2 Peter 3:15-16, "Bear in mind that our Lord's patience means salvation, just as our dear brother Paul also wrote you with the wisdome that God gave him. he writes the same way in all his letters, speaking in them of these matters. His letters contain some things that are hard to understand, which ignorant and unstable people distort, as they do the other Scriptures, to their own destruction." Here Paul's writings are placed on equal standing as the OT and are credited as being inspired by the wisdom of God.
