Definately, any guy willing to limit himself sexually is doing that for the simple fact that he has feelings for you. I suggest that you respect that and consider whether or not your feelings for him are worth making your relationship closed. If you hesitate, eventually one or both of you will get hurt.

Maybe. It could also just be that he doesn't want to run of the risk of catching anything. Condoms don't prevent 100%. Or that he doesn't like sharing his women. All are legitimate reasons. Just don't kid yourself into thinking that he has feelings if he doesn't. It's best to just ask, that way you're not being used or lying to yourself. You know exactly what's up.
