In my experience, pubic hair ends to be a shade or three darker than head or facial hair. My uncle had light brown head hair, a fiery red beard, and sable brown, almost black pubic hair. I had a fiancee with natural blonde hair and medium brown pubes. Later I had a wife with red hair and dark brown pubes. I know that doesn't answer the question, but those are facts.

Pubes tend to be the same colour as the eyebrows

I have red hair, and I have red pubic hair too. My hair is about the same colour as Marcia Cross's hair, and my pubic hair is a shade lighter than the hair on my head - so a bit brighter red really. Pubic hair is not always darker.
