Help answer this question below.

Are files completely deleted from a computer when they are emptied from the recycle bin? If not, is there a way to get rid of them permanently?

    Files may be, but a software or a patch, program never will be. You may uninstall a software and delete all the icons to the recycle bin but it will always be there. Go to Start--->Run-----Regedit-------->HikeyCurrentUser----->Software, and search for the company of the software. This is going into the registry and deleting all files from that program. Files are stored in the Temp Folder at C://Windows/System32 I believe.
