When the North and South magnetic poles reverse, should map designers flip the world upside-down with Antarctica on the top of the world so that the Magnetic North Pole and the True North Pole are still in the same hemisphere?

No, this would be ambiguous compared to the already prnted maps, unless there was a large 'map-recall' organised, to destroy all the 'north-is-up' ones. Also all the words for the countries and cities wold be upsidedown, so you'd have to turn the map upsidedown to read it. Then, you could simply print "please read upsidedown after poles flip" on all the maps now. That would also solve the problem. ;)
