Presuming the gooseneck angle is stock then using a "raked" tree set would put more pressure on the front of the lower gneck bearing and more pressure on the back of the top bearing, also any rake tends to make the bike a bit harder to steer at lower speeds, if its to add "legs" on the highway I would suggest offset forks, if its for appearance I wouldnt use them,it will add stress and premature failure to the bearings sets and make the bike a bit harder to control, it also puts a little extra strain on the gooseneck/frame union point.
