Depends on the wall and the paint type. If it is a real wood wall made of plywood, hardwood slats, or even particle press board, then be carefull and just use warm water with a mild soap. If the wall is cement, brick, cinder block, or other stone product, then just avoid strong acids or bases and use any mild organic solvent. If it is typical drywall or gyproc, then it depends on the paint. If the paint is a latex base, plain warm water and a little dish soap should be enough. If it is acrylic base paint, then you can safely use strong solvents like nail polish remover, just do not let it soak for too long, apply and wipe right away and the acrylic paint will be OK. If it is oil based paint, then there are a number of mild solvents you could use such as bleach or ammonia diluted with some water.
