If a penalty is called against a team,.. the ref will raise his arm,.. but not blow his whistle til the offending team has possession of the puck. So if the team that were wroned has possession,.. the goalie will skate off to allow an extra attacker on the ice,.. as the opposing team cannot score because the moment they touch the puck,.. the ref will blow. As previously stated tho,.. the common scenario for an empty netter at the end of the game is when a team trail by one or possibly two,.. they will pull their goalie for the last minute to get an extra attacker on to try to get back into the game. the philosophy being that it doesnt really matter if they conced again on the empty net,.. might as well lose 3-1 as 2-1 !!
