Moon has long been assumed as a satellite. The mass of no other satellite in the solar system is larger than a 10th of its host planet. After studying twin planet systems around other stars, scientists have recognized that moon is the twin planet of earth - the closest and most influential planet. http://www.solarspace.co.uk/Moon/moon.php http://en.wikipedia.org/wiki/Double_planet

Depending on the orbits and when you look, it could be Venus, Mercury or Mars. We are all moving in circles basically. And the circles ( orbits around the sun...) are not the same, so, at times one planet can be closer than another.
