There are no hard and fast rules that I am aware of. There tends to be more of that on the older Qs and As because the idea was to contribute and expand the knowledge base.

Answering is okay if you need to post more information, a picture/video or just clarify what you meant.

well, you can. but i much prefer asking and finding outher peoples opinions on things. i know mine :)

It sort of depends on the exact question. For most questions, it is better to just ask then wait for others to answer ... in the case of riddles, if no one can answer after a reasonable time, then you should answer ... if you need to provide a long detailed explanation of your question, then you must use an answer to your own question in order to provide the extra info ... if you are asking something that has many possible answers and you wish to add your own, then, OK ... You MAY answer if you wish, but try to be sure your answer will ADD something usefull.

I don't think you are suppose to answer them, but when you need to explain yourself further because there isn't enough room in the question box, I think thats OK.
