what do you mean black market? i, as a non-dealer, could sell you a weapon and it wouldn't be black.

No. They charge you an arm and a leg if it is a manufactured weapon and they charge you less if it was stolen. However, stolen goods will get you in trouble while manufactured weapons will get your black market cronies in trouble.

the whole point of the black market is that it is secret and the government doesnt know about it, what you just said is an oxy moron, it would be like the government taxing you for using illegal drugs but not arresting you.
