I would say that it could be both, a friend ,a lover and a friend that is also a lover.

if you think of the term "mate" like romantically then i guess that rules out the possibility of anything other than romantic however, my cousin has been my best friend throughout my entire life, thick and thin, and all that good stuff. they're pretty much the other part of my soul i tell them and i hide nothing from them. i guess some people would consider that my soul mate, or best friend

No, I don't a soulmate has to be of the romantic persuasion...friends and family can also be a soulmate. I agree with mommabear in that you can have more than 1.
