Birds will choose trees with good cover like evergreens and hug close to the trunks or they will find heavy brush cover and dense shrubs. Some will find manmade shelter. But most birds are also protected by their water resistant feathers, either their feathers are a bit oily or chalky to shed water off efficiently. So they just huddle down close to their perch and hang on!

They like to nestle in the nooks of trees and in bushes, shrubs, hedges or in man made shelters, caves, or whatever hiding place they can find using their bird brains.
