In my experience, that's an indication of either a slightly loose accessory drive belt or a water pump starting to fail (the pulley bearing makes that noise).

Do you mean from an underground parking lot...often the tires will squeal on those.

If it's at startup, it's a fan belt that's a bit loose or if it occurs when turning tight circles, it's the power steering in full lock with a loose belt.

That can happen with drive accessory problems. A power steering pump that binds up or a power steering rack that requires high pressure when it is cold (GM had an issue with this problem dubbed morning sickness) . As the rack and pump warm up the pressure required from the pump drops and the squealing stops. An alternator or AC compressor with a bad bearing can bind when cold. These problems can cause the belt to squeal at first. Also as a belt slips it warms up and the can become sticky and then stop slipping. Just some thing I have seen.

Fan Belt is squeaking. If you put some water on there, it goes away for a while.
