Sure he did and there is no one to prove that he didn't do it otherwise. Of course it was meant to happen from the start since a great accidental territorial infringement is a good way to get valuable recon info.

Vice President Cheney can't order the Navy to do anything. He is NOT in the chain of command. He might be able to make suggestions, but his suggestions have no authority unless they are backed up by the President.

The same people who say they will only use nuclear energy for peaceful purposes are saying this incident never happened, and the Americans staged it. Why do you believe them on the first point, and disbelieve them on the second? LOL!
