Both. Business has increased in many stores in the USA because Canadians are buying products because they are now cheaper. But because the dollar is weaker when the government buys something foreign they have to convert to another currency which means they are using more money to buy things. So really a low American dollar is bad for you, but great for foreigners like the Canadian Loonie. =)

A weak dollar brings more tourists and more real value to our dollar. It also opens way for a new Amerodollar.
