The Hulk is green because gamma radiation is green (in the Marvel universe.) He is also green because his doctor told him to eat plenty of green leafy vegetables.

The hulk was originally gray, but the printer at Marvel had a hard time printing gray so they changed his color to green to meet a deadline. It stuck. Also green is the standard fictional color for anything radioactive and the the hulk emits gamma radiation (which eventually killed Betty Ross).

He was supposed to be grey, but the printer had a difficult time keeping the grey color consistent after the first issue. They changed it to green to make the halftone printing easier and faster for future issues. (See Mastodon's answer)
