There is no "Justice League." Superman is actually the shadow president of the United States and has directorial discretion over the Joint Chiefs of Staff, NSA, CIA, and NATO.

well lets see, batman - has no real powers martian man hunter - is far to green and full of himself the flash - all he dous is run Aqua man - a guy with serious fish issues Green lanturn - who is he trying to kid? wonder woman - basicly supermans more powerfull girlfriend and then we have superman- who is by teh way the ruler of his own planet, and the most powerfull out of all 7 of them. c'mon

I think the leadership role is rotated between the members.

It depends on the year, the writer, the story line.... For example, in Giffen/Maguire´s JLA years, Superman was not even a member of the league.

Superman is merely an appointed "spoke" person for the justice league, a team leader, president if you would, but he does not have complete power over all the other super hero's...cause that would go aginst the super heros code of conduct, and the democratic process. the Justice league is more of a "Club" then a para-military unit and have a Chair person type leadership. somewhat like the avengers or Legion of super heroes. however, as Earths mightiest Hero, Superman is deferred to often sort of like Captain america.
