If people are DRing good questions without answering them, then that's not...nice for lack of a better word. If the question is complete nonsense, or is really offensive, then some people may DR for that reason without answering.

I know what you mean.All they have to do is pass by them as I'm sure they have a scroll on their mouse.They should realize that the questions on here are important to the people who ask them and that they are looking for an answer not a rate...There is always a rotten apple in the cart.lol

Its either they're a troll or the question must have been really silly,if you saw a question that read "wysuxdcutfv?" would you answer it or downrate it?

I would guess they are down rating because they don't feel like the question is helpful. They might think the question is just being asked to provoke or make fun of someone. If that is the case and you felt the need to down rate a question then you probably wouldn't bother answering it either. I rarely down rate questions, though. Like others suggested I just ignore them or flag them as nonsense if that is appropriate. I down rate an answer if the answer does not address the question or is factually false.
