The birds can be anywhere that it is warm. It is important that they be around people and a change of scenery would benefit them from boredom.

I'm not sure what temperature your home is but we had parakeets in our cold house and even outside for a lot of the year and they did fine. If they got sick it was important to make them warm, even hot. But for normal birds, our house which often got down to the 30s at night was fine. We even had them outside near freezing. They do prefer it around 65-80° but ours went from 25°- 118°. What is bad is a rapid change. Can you leave the door of the room their in open for awhile and let them get used to the cold and then move them to where there is activity. They need stimulus from people. They need to be worked with and played with. They are used to living in huge flocks and being gregarious with other birds.
