Is it true that the groups that place the Bibles in hotel rooms encourage people to take them?

I thought they were there to make the hotel look more "Family Friendly." I don't think they actually want you to take them. Unless by "groups" you mean people who stay at a hotel and then leave bibles there when they leave, then I think thats just to spread their religion.
