  • Have you tried Gimp? It's the best free program I've found so far. http://www.gimp.org/
  • Gimp, Irfanview, and picassa are a few popular choices. You have a link to Gimp. That type of transformation is very hard to achieve with even the very best photo editors, including Photoshop, unless you really know what you're doing. Bottom line, don't expect miracles, especially from a free program. :)
  • A program called GIMP works pretty well. I haven't used all of its features, but I'm guessing it will do what you want. http://www.gimp.org/downloads/
  • There is always Irfanview as well. Tons of plugins, free, and it's light. Also, there's the for-pay Adobe Elements.
  • I foud that Gimp is very confusing. There are many simple but very effective ones.
