Some drug users throw drugs out of their vehicles, though that doesn't always work. How will the police recover the drugs if users start to dispose drugs by balloons that fly away with them tied on?

If they somehow managed to always keep all of their drugs attached to a balloon filled with helium and there was no other officers around to shoot down the balloon then the person might not be charged with drug offenses. They would probably put out an alert for people in the community to be on the lookout for a balloon with drugs attached. You would then be charged with littering or something similar. A few issues: This is very inconvenient. Most drug users are not going to attach all of their drugs to helium filled balloons on every car ride. The amount of drugs that a single balloon could carry is fairly small. Even a few grams of any drug would be enough to weigh down a balloon enough to recover. If the amount was small enough to fly away it probably isn't enough to be of serious concern to the police.
