You need to play the game. Complete missions ect and follow the story lines. They open up as the story progresses.

Complete the missions and the barricades come down to allow you into more areas. Yes, you can expedite it a bit using cheats but you also risk losing the game. I mean losing it as in the game data is corrupt and guess where you start again. Yup...the beginning. All that for nothing. San Andreas is huge. Be patient and keep plugging away. It's well worth it to do the game properly. There is a guide that you can buy at your local games shop that offers tips and strategies as well as the maps to the locations of horseshoes and clams for example for 100% game completion. Cheats though? I wouldn't. It's not worth the possibility of the data going south on you when you're even 1/4 of the way through, let alone almost done.

If you want to get into another area (that arent unlocked) without cheats swim or boat over (but you get a 3 star wanted level but if you want to get into a area not unlocked, you can put in lock wanted level and swim or boat over and drive around but safe houses and stored won't be unlocked

what you can do is start a new game wacth all the cut scenes and after those copswreck your nice ride in the taxi once your in the back of the cop car right when they stop because of that train enter the jet pack cheat Spawn Jetpack - Left, Right, L1, L2, R1, R2, Up, Down, Left, Right .. if all goes well when they throw you out of the car you will die. all of the map will be open. some safe houses will still be locked and some stuff might pop up on the map but as long as you can find it your strait cops will still chase you to aid that put this in with no stars Lock Current Wanted Level - Circle, Right, Circle, Right, Left, Square, Triangle, Up .. use the back of the poster that comes with the game as a guide.Good Luck !!!
