A siphon is just a simple hose. The trick is how you use it. It is always dangerous when working with gas so be careful. What you need to do is get one end of the hose in the filler neck all the way to the bottom of the tank. The hose need to be long enough at this point to touch the ground. Now you need to apply a vacuume on the other end of the hose to pull fuel out of the tank and to the end of the hose. Old school guys would suck on the hose untill the gas started to flow but this is very dangerous because you almost always end up sucking some gas into your mouth. You can buy a siphon hose with a hand pump built in. Look at auto parts store or Walmart. As long as the end of the hose outside of the tank is below the fuel level in the tank fuel will keep flowing. To stop flow, just pull the hose out of the tank.
