It depends on case to case. Not all She males are she males for the same reason.

She-males are mostly men that want to have breasts ,and atthe same time ,and don't want to lose their manhood! At this moment ,you could call me a she-male,because I have yet to have my SRS yet!

My thinking is.. A man wanting breasts and to cross dress and try live like a lady, and want men to use them like a lady too.

I guess you could call me a shemale if I manage to get my boobs done, because then I'd be a man with breasts, and I'd be more than fine with that. That said, I don't like the term.

It is possible (perhaps often) those who are billed as 'she-males' are pre-operative transsexuals. They are women psychologically (and perhaps in brain chemistry and other ways) who were born male and are working to surgically and hormonally alter their appearance to match their gender identity. Through the prohibitively high cost of surgery (at least in the USA) and the fact that surgery isn't covered by insurance, they still have 'bottom' parts that are male. Now, that said, there are some non-operative transgender people, and they are not necessarily men or women; they are people happy to have female and male characteristics, or stay that way for by choice. Then, finally, there are perhaps some men that simply want breasts, and would be labeled she-male, but usually they are doing other things besides getting breast implants (or growing their own through hormones) to be more feminine and female-appearing, including shaving body hair or getting electrolysis.
