Why are the tail lights on my 350 z not working until i hit the brakes

That's how every vehicle I've ever known works. The back lights don't come on until the brake is applied. Hence the term 'brake lights'. You can also illuminate them at a dimmer intensity by turning on the headlights. All of the information here is conveniently located in your owner's manual.
