The Bible states that the "snake" that tempted Eve did have limbs. That is why his (its') punishment was to crawl on his belly for the end of time. I have been asked for Chapter and verse for my above answer. Genesis, Chapter 3, Verse 14; God says to the serpent (the creature is not called a snake but a serpent) "Because you have done this, (tempted Eve) you shall be banned from all the animals and from all the wild creatures; On your belly shall you crawl and dirt shall you eat for all they days of your life". If the serpent did not have legs to begin with there would have been no need for God to condem the serpent to crawl on it's belly and eat dirt all the days of it's life.

Yes, the serpent did have limbs. It is his humiliating damnation to crawl on his belly instead of limbs. You could see snakes with limbs on some Ancient Egyptian portrayals.
