Could be a sensor issue. Cold start it, drive around for about 20mins, then pull over and feel the top of the rad cap. If it's hot, then your sensor is having an issue. If it's cold, then I'm seriously dumbfounded.

My guess is that the thermostat has failed in the open position. As you drive, the water is being over cooled because of airflow through the radiator. When you stop, the cooling fan stays off so there is no airflow and the engine can warm up. Change the thermostat.
