No, but they need to 'lease' a medallion, and there are a limited number of these for Taxi and Livery services. Most companies will cover this, but it makes for a highly competitive market. The UK Taxi scene must make the drivers insane..

Oh and I should really emphasize the importance of the Medallion - stolen ones can easily go for $250,000 - $500,000 or more on the black market. Weird stuff.
