There was Max Mercury, the Zen Master of Speed, who used a form of meditation to access the supranatural, semi-intelligent Speed Force, which is the source of all superspeed in the DC Universe. Johnny Quick and his daughter, Jesse Quick, used a spoken mathematical formula to activate their superspeed powers. The trio of Soviet-created speedsters, Red Troika, started as West's enemies but later defected to the US. One fell apart as a result of his artificial speed boost in battle, one started a high-speed courier service, while the last became a Speed 9 addict and fell under the sway of Vandal Savage.

Don't forget Pietro, Marvel's version of the Flash, also known as Quicksilver, and Eighth Man, the Japanese cartoon hero. He's a shape-shifting, superfast robot. (Not to mention Superman. all of his relatives, any Kryptonians currently not under Red Sun effect, and Ultra Boy of the Legion of Superheroes.) There are probably more, but, you know, I have a life....
