In raw power, Blockbuster is the most powerful. But Blockbuster is basically a kid and though dangerous pales in comparison to Two-Face, Joker, Ra's al Ghul and others. Clayface & Man-Bat are also powerful, but not as dangerous as others as well. Of Batman's most dangerous foes, Joker, Ra's al Ghul, Two-Face, Professor Hugo Strange, Black Mask, Killer Croc, Bane and the Reaper ~ the most powerful over all because of his immortality and resources is Ra's al Ghul.

What is your definition of "powerful"? If you mean: PHYSICAL ABILITIES--Clayface, Bane, or Solomon Grundy MOST DANGEROUS--The Joker. Easy! MOST POLITICAL-TYPE INFLUENCE--The Roman (Carmine Falcone) WAS the greatest, Lex Luthor, if you count him (he's been in the Batman comics prominently enough), Ras Al Ghul if you don't. MOST LIKELY TO SUCCEED (in killing him, which they all want to do, for one reason, or nother)-- the Red Hood (those who have read the comic know why; I don't want to kill the surprise), or maybe Cassandra Cain.

it has to be the joker... the joker will never kill batman, an batman will never kill the joker... joker is the only one who can get inside batmans head, an unlike the rest of the villans, the joker is not insane...
