Regular water evaporates faster than salt water.
This is an application of Raoult's Law.
Since dry salt has practically no tendency to evaporate on its own, it reduces the ability of the mixture of salt and water to evaporate.
The evaporation rate of water is dependant on temperature and the moisture content in the air above it. The salt content in the water is not a factor and will not affect the evaporation rate of the water.
