Why are some questions downrated even if they are not biased or slanted one way or the other?

Trolling. Or some users just hate other users. For example, someone downrated my "Who was Susan Anthony" question. What the hell? It's a perfectly legitimate question.

Trolls : unhappy people who I think really dislike themselves and feel powerless in their own lives..and to be able to DR somebody gives them a feeling of power, in some distorted way.

Becuase some people are buttholes, I know sometimes when i get downrated for nothing at all really, i'll go and downrate the people who were able to downrate so many points in the question.

I have found that questions in the realm of specific categories regarding Sexuality, especially GLBT, and Religion - esepcially anti-religion or Anti-god, seem to get the most downrates along with Political Party differences and Sexist, anti-women, even if not directly asking or responding to anything specific. Just the idea will set these bullies off. It is that way on all websites. (Why should Answerbag be different? I say to myself - although it would be very refreshing if we were). Thanks, Born.

Sometimes they are just really bad questions.

There could be many reasons. It wasn't in the form of a question: "i just shot my dog in the face?" You used really bad grammar: "L33t d000d, sci's bloo cuz?" It was a really dumb question: "I just shot myself in the leg, if i shoot myself in the other leg do you think it will hurt as bad as the first time?" I can't think of anything else.
