You got a citation, which is the same thing as an arrest. The only difference between arrest and citation is whether you are taken into custody before arraignment. The theft charge is most likely a misdemeanor. A misdemeanor is usually punishable by a fine of up to a couple thousand dollars, and/or up to one year in jail. Your first court appearance is your arraignment. Here, you will get to plea and will be assigned an attorney if you cannot afford one. If you plea not guilty, there is a good chance that you will be offered a plea deal that includes no jail time.
