I read the song as another of Dylan's apocalyptic visions, this one a conversation between god (the Joker) and the devil (the Thief). The mundane descriptions at the end (princes kept the view, two riders were approaching, barefoot servants) suggest the irrelevance of both in the modern world, leading to the howling apocalyptic wind at the end.
