If you're asking are some people really reptiles masquerading as humans, then the answer is a firm no.

If you're asking do all humans have genes that show some degree of conservation between humans and reptiles, then yes, absolutely. Some genes, particularly functionally crucial ones, can be extremely highly conserved between distantly separated species. This is because, usually, the protein produced by that gene is so crucial to life, or to a particular function, that changing the protein (via the DNA) would just result in death. Therefore the genetic sequence doesn't change much throughout evolutionary history.

I do not know whether it is true, but reading "Children of the Matrix" by David Icke was very interesting, to say the least.
