There is an old Telugu saying in India - "Potti vaadiki puttedu buddhulu" (persons with short stature will have a lot of tactics and intelligence which will show up as mental acuteness and shrewdness). Persons with short stature can have small eyes, normal eyes or wide eyes. The above saying applies to persons with small (or acute) eyes. You can check how many of those dictators have such eyes.

Actually, that's mostly myth. Napolean is currently believed to have been of average French height for his time. Some confusion may have stemmed from his nickname, Le petit caporal, which was a term of affection, not a physical descriptor. (http://en.wikipedia.org/wiki/Napoleon_Bonaparte#Napoleon.27s_height) Hitler was believed to have been only slightly shorter than average German height, Idi Amin was 6'4", Castro is 6'1" and Hugo Chavez is believed to be taller than him. Height will vary among races and through the ages, so while a leader may appear tall or short, it should be compared to the average hieght for someone of the same ehtnicity and tiem frame.
