  • It's may not be "illegal", but it's rude. Instead, if you want to advertise other people's software on your website, you should have links to their websites. Or, if you want to mirror the software, just like CNET's download.com, then encourage the software developer's themselves to upload their programs to your website.
  • Often web sites will offer to act as mirrors to the original download site, so as to help share the load of downloads. But that's something you normally arrange with the author of the program. You just don't take it upon yourself to do that. It also goes to the trustworthiness of the file(s). If the author prefers to have complete control over the downloads, so be it.
  • NO not at all unless you have taken permission from the real distibuter of that software.
