That is REALLY subjective. It mostly depends on the role you wish your troops to take. You can punch out a fairly effective, if inexperienced Infantry trooper in less then six weeks. (I'm an Infantry Officer here in Canada and am the Training Officer for the Artillery Battery I am attached to) It really does not take long to pound the information needed to be a "grunt" in to someone. If you are trying to produce a well rounded "good" officer to lead your troops, that can take as little as a couple of months to as long as four years (Such as they do at Royal Military College) If you are trying to create more Fighter Pilots, that too can take months or even years, again depending on the quality you desire. (You hope you can find people that are already pilots and then just update their training on Fighter/Bomber planes) The easiest people to get in to the Armed Forces and off to a combat zone quickly are actually Doctors and Nurses. They already have all their training and really only require indoctrination courses on the Armed Forces themselves. (Fundamentals as it were) The big problem with the draft is that you tend to get unwilling troopers. When you join the Army as a grunt, you are usually "reconstructed". That is, your training NCO's and Officer's will almost literally rebuild you in to what they want you to be. This is MUCH easier if your recruits want to be there. If you get a recruit who morally objects to the Army, the "war" or any of that sort, then they often have to be run through basic training more then once. In real times of trouble though, the US Army has been known to send these sorts of people in to combat anyhow as a "Conscientious Objector". (From what I've read, they tend to drop those ideals when 7.62mm AK rounds start flying over their heads) As for the actual draft procedure, I would not want to state with any authority, I believe that American's are still required to register for the "Selective Service". If this is true, then the draft procedure becomes MUCH easier. It is simply a matter of correlating lists and mailing out "invitations". If that isn't the case, then it really is just a matter of starting to run Social Security Numbers or a plethora of other possibilities to find young men and woman of the appropriate age. I suspect that it would take longer to argue the moralities of the Draft in all the houses then it would to actually instate it.
