Oh, I forgot Austria and Switzerland - the host countries. Won't lie, I can't see anyone beating Portugal or Germany with the amazing amount of talent they have.

Russia. Russia now has a fantastic self-confidence, after only in 2008 winning the world championships in ice hockey and bandy, HC Metallurg Magnitogorsk winning the European cup in ice hockey, FC Zenit winning the UEFA Cup in soccer and Russia winning the Eurovision Song Contest.
