I thought that had always to a large extent been the way things were.

Because it demonstrates a commitment to the employer. Those with degrees have proven that they are willing to invest time and effort into achieving goals.

As stated by spurtz commitment is a big factor. Certain jobs require certain qualifications as well (medicine as an example). But not all do. Sales is a good example of where you can earn a fortune with minimal qualifications. Some of my former employers were not degree educated but phenomenally well paid.
