How is it that the actor that played the master in the last series of doctor who will be playing the doctor in the next series?

There has always been some uncertainty about the rules in the Dr. Who pantheon... I believe Time Lords have some say as to what they will look like in their next incarnation. I recall back in the Tom Baker days, Romana (sp?) a Time Lady chose to look exactly like someone from the previous episode. In reality, Larla Ward did a guest spot and had great chemistry with Tom Baker (they were married at the time) so when her story line ended they had Romana regenerate into her... It's fiction... It's allowed.

it seems that the women timelords can regenerate at will, but the men have to wait till its their time.

First off no one knows if DT is leaving after season 4. Secondly it's just a factless rumor. I wish it was true, but I don't think he'll do it.
