    There are some of programs that can do that...ones which you don't have to buy. You can download 'audacity', open the .wav and then save it as an .mp3. For some reason, most of the basic converters cost alot of money. If you have no other options, you can resort to downloading a 'torrent' of the common product...but you'll need to download a program like 'azureus' as well. Keep in mind, downloading torrents is illegal, even though you'll likely not be caught.

    Audacity is a great audio editor (free) that can convert wav to mp3 no problem.
